If the termination clause in the contract does not include payment of the amount then you do not have to pay any arbitrary amount to the company. Completing the training does not bind you to get employed with the employer. You will become a full time employee of the company only on completion of training period and acceptance of employment of the company. You can request the company to return your original certificates. If they refuse to give back your certificates then you can launch a police complaint against the company.
If the contract does not include this payment then you are not liable to pay Rs 3 lakhs. Max you are liable to return the salary received by you from the company till the date of resignation. It is advised that you send a letter offering to pay amount mentioned in your bond and request the company to return your original certificates lying in their possession.
